USAID, a "CIA front," is only one of many NGOs designed for subversion and eventual regime change. National Endowment for Democracy is another, founded as a CIA cover. Regime change through subversion is the preferred tactic. It leaves everything standing and everyone in place as before. Only the regime being changed. And it has the additional feature of being relatively inexpensive.
